trading explained 


permanent and temporary trading 

​Each Share a member owns corresponds to 1 Tradeable Water Entitlement (TWE).
1 TWE equals 1 megalitre (mL) of water BEFORE it is multiplied by the Seasonal Allocation. 
TWE are attached to a particular District – Waroona, Collie of Collie River.
Each irrigation District will have its own allocation due to the different water sources supplying them.

calculating your water entitlement

​Example – if the current year’s allocation is 50% for your irrigation district;
1 TWE = 1mL water x 50% = 0.5mL water
Therefore if you have 10 Shares your Tradable Water Entitlement in a 50% Allocation year is 5mL of water.
 
There are 2 types of TWE trading - permanent and temporary.

permanent 

You can;
  1. Permanently sell your TWE to another Member of the Co-operative within the same irrigation district, or
  2. Include your TWE with the sale of your property.
In both instances the Buyer will only receive the unused portion of your Seasonal Allocation remaining for that Water Season.

temporary

You can temporarily sell your TWE to another Member within the same irrigation district for the current water season. At the start of the next season the TWE is returned to you.
The trade involves a quantity of TWE being sold. The Buyer pays for the TWE purchased and receives the associated water – according to the Season Allocation, to use in the current Water Season.
For the purpose of calculating how much remaining water a Seller has to trade, the Water Season is taken as 01 October to 30 September each year.

Over - the - fence

This is a face-to-face temporary trade arrangement, often when the Buyer and Seller know each other.

Payment for TWE traded is agreed and exchanged directly between the Members.

Both parties complete a temporary transfer form found in the  Forms Tab,  which Harvey Water requires for approvals and processing.

hwot platform

The HWOT platform is accessed via the Havey Water web site.  It facilitates permanent and temporary TWE trading between Members anonymously.

Harvey Water does not set prices on the trading platform, prices are governed by supply and demand.

To register for HWOT complete the registration form,  agreeing to the terms and conditions.

settlement agent

If you sell TWE with land (permanent trade), your settlement agent will contact us to arrange transfer to the new owner.  They will find the relevant information and PDFs in the Forms Tab.
 
 
Approved trades will be invoiced the administration fee from Harvey Water. Refer to the Fees and Charges  Schedule for latest prices.

  • ​Sellers should confirm the quantity of water they have available for trade according to the season allocation and what you may already have used BEFORE putting your water up for trade
  • Check your account with Harvey Water is up to date.  We will not allow trades if there is an amount outstanding.
  •  To cancel or adjust a SELL or BUY order on HWOT prior to a MATCH, send an email to [email protected] and quote your Sell/Buy Order Number.  Once a MATCH is made on HWOT it must be honoured.
